Core Diagnostic of the Social Protection System in Armenia

The diagnostic was conducted in 2019-2020 through a joint partnership between UNICEF, Ministry of Labor and Social Affairs, and the World Bank, using the Inter-agency Social Protection Systems Assessment Core Diagnostic Instrument tool.
It focuses on 3 of the 4 pillars of Armenian social protection system: social assistance, social care services, and labor market interventions, leaving out social insurance. It reviews 115 social protection programmes and takes an in-depth look at 15 programmes —8 cash transfer, 5 active labor market and 2 care services, that MoLSA identified based on coverage, allocated budget, vulnerability of beneficiaries and linkage with current reforms.
The main objective was to analyze the overall performance of the social protection system against national social protection objectives and international best practice benchmarks. The report highlights the strengths and weaknesses of the system and selected programmes.
The findings of this initiative could serve as a baseline for the government of Armenia to address the existing gaps and further reform the social protection system in response to emerging needs and to track the results of its reform initiatives.
